E-PIA: Excel Number Is Converted To Text

Symptoms
When downloading query to Excel, or downloading to Excel from a grid, number fields are being converted to text fields.
The issue can be reproduced at will with the following steps:
1. Login to PIA.
2. Navigate to Main Menu – Commitment Control – Review Budget Activities - Budget Overview.
3. Select an existing value.
4. Click Search button.
5. Click Download Budget Overview Result Table To Excel.
6. In the Excel file, observe Budget column is not formatted as number.
