Symptoms
When the Create ACA XML Files process is run, the Request XML file has the right number of employees, but, even allowing for employees who consented to receive their Forms electronically, too few 1095-C Form files are created.
Steps to reproduce the issue:
1. Run the Create ACA XML Files process (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
2. Review the XML files and PDF forms produced.
