When attempting to execute PeopleSoft PeopleTools DPK as a non-root user, the following error occurs.

(i) Error as seen on screen:

The issue can be reproduced at will with the following steps:
1. Download the PeopleSoft PeopleTools DPK.
2. Initiate the mid-tier deployment as a non-root user.
3. See the error during oracle-client installation as mentioned above.
