Payroll Error Message 000092 after calculating payroll,  but  there is not any payline (past or present)  with has the state WI and
Locality OR0001.

Error message:

Message ID :000092
Description: The local tax record for the locality defined below can not be found for this employee. Verify that the work locality is defined at the employee level.

Steps to reproduce the issue:

1. Navigate to Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data:

   State Tax Data : OR (Resident and UI Jurisdiction selected)
   WI (Resident and UI Jurisdiction not selected)

   Local Tax Data :OR0001 (Resident selected)

2. Navigate to Payroll for North America > Employee Pay Data USA > Tax Information > Update Tax Distribution:

State: OR Locality: OR0001  Percent: 10%
State: WI                              Percent: 90%

3. Calculate Payroll.
