Symptoms
The date of change columns in the Compensation History Page (HR_ECOMP_MG_HIST page are sorted based on months instead of Years
Steps to Reproduce the Issue:

The issue can be reproduced at will with the following steps:
1. Classic Login, Manager Self Service > Compensation and Stock > View Compensation History
2. Select an employee on the Compensation History - Employee Selection page.
3. Check the dates in date of change columns
