Action "View/Edit Bid"- Event Line Description Does Not Update to New Line Description as per New Version of the Event (Doc ID 2854171.1)

Symptoms

When Bidder tries to Bid on a new version of the Event in Supplier portal and selects "View/Edit Bid" Action, the new modified line description is not displayed as per the new version.

Steps to reproduce the issue:

1. Navigation: Sourcing>Create Events>Event Details. Create an event with 2 lines. Save and Post Event.
2. In the line details, line 2 is written out as “this line left blank”.
3. Login as Bidder in Supplier Portal and click on the Bidding Opportunities tile in the Supplier Secure Home Page.
4. Bid on the Event by clicking on the 'Bid on Event' button and Submit it.
5. Log in to Employee Portal again and Create a new version via the Event workbench(Sourcing > Maintain Events > Event Workbench) and change line 2 description to something else.
6. Save and Post the new version.
7.Login as Bidder in Supplier Portal again and click on the Bidding Opportunities tile in the Supplier Secure Home Page, Bidder can see new line description.  
8. Now Select Action "View/Edit bid" – line description does not update to new line description.
