EAM: Asset can be retired multiple times through Spreadsheet Import and online page causing the asset to have a negative net book value and it creates two set of retirement accounting entries.

Symptoms
Able to Retire the Asset Twice Via Spreadsheet Import And Also Via Online.
The issue can be reproduced at will with the following steps:
1. Add an asset. (Asset Management > Asset Transactions > Owned Assets > Express Add)
2. Retire the asset online. (Asset Management > Asset Transactions > Asset Disposal > Retire/Reinstate)
3. Retire the same asset via spreadsheet template too.( Asset Management > Send/Receive Information > Import Data Via Spreadsheet Import > Upload Spreadsheet data)
