Symptoms

When attempting to package or manually award a student, the Award Validation process reduces a Direct Loan Subsidized (Sub) or Unsubsidized (Unsub) item type with edit 9410, 'The Award has been reduced. Federal Item Type aggregate limits were exceeded.' Validation is expected to process the item type at the full amount and not reduce it, as the student is not near any yearly or lifetime aggregate limit. 

For example, a student is awarded a Sub item type for 4500, the limit for a second year (sophomore undergraduate) student; but validation reduces the amount to 3500, the limit for a first year (freshman undergraduate) student. Since the student is confirmed to be second year, validation should allow the awarding of the second year amount. 

The issue can be reproduced at will with the following steps:

  1. Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package. 
  2. Add sub and/or unsub item type. 
  3. Click 'Validate' and note one of the item types is reduced. 
  4. Click 'Message' link corresponding to the item type and note edit 9410.
