Generate Pell Data PELLOUT Process Doesn't Create Any Files; SFA_COD_OUT Log Shows Error 'File not open for writing! (0,0)' (Doc ID 2859017.1)

Symptoms

When running the Generate Pell Data (PELLOUT) process, both steps - FAPPLOUT and SFA_COD_OUT - complete successfully, however the file(s) is not produced as expected in the SFA_COD_OUT step. The SFA_COD_OUT log file, when reviewed, shows the following error:


The issue can be reproduced at will with the following steps:

  1. Run the Generate Pell Data process on Financial Aid > File Management > COD Full Participant > Generate Pell Data > Pell Outbound.
  2. Click on process monitor and refresh until the process status shows 'Success'. 
  3. Click into the link for 'PELLOUT' and note both steps - FAPPLOUT and SFA_COD_OUT - also show 'success'.
  4. Click into the link for the SFA_COD_OUT step.
  5. Click the link that says 'View Log/Trace'.
  6. Locate the file ending in the .log extension, in the file list.
  7. Note the 'File not open for writing! (0,0)' message in the file.
