E-AWE: eProcurement and Requisition Workflow Approvals Pushback Button is Greyed Out Despite Being Enabled on the Mobile Approval Options Page

Symptoms
Users would like to use the Pushback functionality, but the Pushback button is greyed out on the eProcurement Requisition workflow approval screen. Approvers are unable to make it active. Checking the Mobile Approval Options page showed that Pushback is enabled for Requisitions.

The issue can be reproduced by:
1. Navigate to: Enterprises Components > Approvals > Approvals > Mobile Approval Options > Transactions (Tab) > Actions (Tab).
2. Search for Transaction ID = PVREQ (Requisitions).
3. Note that Pushback is already checked (enabled).
4. Create a new Requisition, and Submit for approval.
5. Log in as the approver, and observe that the Pushback button is still greyed out.
