On-Demand Event Maintenance Does Not Create an Event for an Employee when Processing BAS Activity Record

Symptoms
A row was inserted on BAS Activity for a manual event for an employee. When the Schedule/Prepare Activity button is selected on the On-Demand Event Maintenance page, the process completes successfully, but no Event is created.
Steps to reproduce the issue:
1. Insert a row on BAS Activity (Navigation: Benefits > Manage Automated Enrollment > Events > Review BAS Activity).
2. Select Schedule/Prepare Activity button on On-Demand Event Maintenance (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
