PUM Deployment and DPK midtier deployment:

STEPS

The issue can be reproduced at will with the following steps:
a. PUM -
    1. Run the psft-dpk-setup.bat
    2. Provide the required values when prompted
    3. See the Error at step "Configuring Post-Boot PeopleSoft Environment"

b. DPK midtier deployment -
    1. Run the psft-dpk-setup.bat --midtier
    2. Provide the required values when prompted
    3. See the Error at step "Configuring Post-Boot PeopleSoft Environment"

c. Webserver Domain Creation -
    1. From PS_HOME/appserv invoke psadmin.exe
    2. Create webserver domain
    3. See that the Domain creation goes to failure.
