Creating a new Change Package or during Step: Exporting Change Package to MO Project from Source fail with the following error in Change Assistant:

The issue can be reproduced at will with the following steps:

1. Define the Change Package in PUM (PeopleSoft Update Manager) Source.

2. Launch Change Assistant.

3. Click on Tools > Create Change Package.

4. This can also occur when running the step: Exporting Change Package to MO Project from Source.
