E-PN: Push Notification Working Even when Set to 'No' or Disabled in the Application Server Configuration (Doc ID 2865462.1)

Push Notification is set to 'No' in Application Server configuration, but Approval Push Notification still works. When an approval is submitted, the request will show up in Bell icon of the approver.

Sample environment:
PeopleTools 8.58,
FSCM 9.2 PUM 39 

Sample replication:
1. Configure the application server domain using PSADMIN
2. Set Option 13 / Push Notifications to 'No'
3. Submit approval request
4. Notice the approval push notification in the Bell icon
