Symptoms

The new tax class AE for Washington LTC that was introduced in Tax Update
21-E, should be an employee (EE) charge only.

The pre-distribution audit report (HPCA010) produces an error in the report that the tax
class needed to be configured in the tax account mapping table which is a
table used for employer (ER) charges.
Error:
"Tax Budget Override Account Mapping not found for Company: XXX Tax Class:LTC/EE"

PSPPFUND process distributed ER charges to the PAY_TAX_DIST for this new tax
even though the paycheck did not reflect these ER charges.


Steps to Replicate

The issue can be reproduced at will with the following steps:

1. Ensure you have an Employee in Washington state that is subject to LTC (Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data, State Tax Data Tab)
2. Run a check for that EE
     - Create Paylines (Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Create Paysheets)
     - Run the Payroll Calculation (Payroll for North America > Payroll Processing USA > Produce Payroll > Calculate Payroll)
3. Confirm the Paycheck (Payroll for North America > Payroll Processing USA > Produce Payroll > Confirm Payroll)
4. Run the PSPPFUND and the online screen showed only the liability amount for LTC/EE as expected.
5. Query the PAY_TAX_DIST and it shows the AE tax class for LTC/EE even though it is only employee paid
6. Run the PAYGL02 to show the entries that were created against that check.
