Central Admissions Workcenter Misses Rows when Filter Not Filled by User (Doc ID 2865700.1)

Delivered query SAD_CA_APPL_ERR_WC_NLD contains a left outer join on the Central Admissions WorkCenter so filling of the workcenter filter should not
be required. However, in the criteria, there is a hard join in the where clause on INSTITUTION record.

This means that when the filter has not been filled in (all rows to be shown), no rows will be shown in this WorkCenter Centralized Admissions.

Steps to reproduce the issue:

1. Navigate to Reporting Tools > Query > Query Manager
2. Search and open delivered query named SAD_CA_APPL_ERR_WC_NLD
3. On Query tab, look at the 3rd condition: C SAD_CA_FLTR_VW - Workcenter filter VW left outer joined B --> this means that filling of the workcenter filter should not be required.
4. Go to Criteria tab --> there is a hard join in the where clause on this record to Institution which means that when the filter has not been filled in (all rows to be shown), no rows will be shown in this pagelet of the Workcenter Centralised Admissions under Student Admissions > Centralised Admissions > CA Processing > Workcenter CA
