Symptoms
JOB tax location change does not auto create new state tax records with same values as prior state.
Our USA payroll team is wondering what should occur when an employee has a change on job data, that includes a change to their tax location (ie state).
The employees tax data does get auto-created with the new state but defaults are used instead of carrying forward the values from the prior state.
STEPS

The issue can be reproduced with the following steps:
1. Job Data change made on 4/6/22 with a 3/24/22 effective date to Job Location (from NY to CA) - Workforce Administration>Job Information>Job Data
2. New EE level tax data panels created on 4/6/22 with the 3/24/22 effective date - Payroll for North America>Employee Pay Data USA>Tax Information>Update Employee Tax Data
3. State Tax Data defaults as Single for new State
