Symptoms

The employer wants to contribute to employees' Dependent Care Flexible Spending Accounts (FSA), but the employer part of the deduction will not calculate.

Steps to reproduce the issue:

     1. Configure the Dependent Care FSA to provide an employee contribution of $2500.(Navigation: Set Up HCM > Product Related > Base Benefits > Plan Attributes > FSA Benefits Table).
     2. Enroll an employee in the Dependent Care FSA plan (Navigation: Benefits > Enroll in Benefits > Spending Accounts).
     3. Calculate a payroll (Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Calculate Payroll).
