HCM: During Approval of a Position Change Where Effective Date is Prior to Last Job Effective Date, Does Not Display a Warning Message that Job Data Will Not Be Updated (Doc ID 2871021.1)

With BUG 31602425 and BUG 3031340 applied, when an Administrator does a position change where the effective date is prior to the current Job effective date, the warning message that job data will not be updated does not display during the approval process. 

The issue can be reproduced at will with the following steps:

1. Log in as an Administrator
2. navigate to Workforce Administrator Dashboard > Position Management Tile ->Manage Position
3. select the Position for a position change where the effective date is prior to the current Job effective date
4. {click} Submit for Approval button
5. Log in as the Approver
6. click Approvals Tile
7. and access the request for the Position Change and approve the request, notice that Approver does not receive a warning message that the Job data will not be updated.
