EPY: FLI Status Is Not Defaulting to Subject for the District of Columbia (DC)

Symptoms
On the Company State Tax table for DC, the FLI is set to Subject.
However, when the Employee Tax Data is set as DC for an employee, the FLI status defaults to 'Not Applicable'.
The FLI status should default to 'Subject'
The issue can be reproduced at will with the following steps:
1. Navigate to: Set Up HCM > Product Related > Payroll for North America > Federal/State Taxes > Company State Tax Table
- Go to the second tab and ensure FLI status is set to 'Subject' for the company
2. Navigate to: Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data
- Add a new row for an employee in Federal Tax Data who currently has Tax Withholding set for a state that is not 'DC'.
- Change state to 'DC' for the employee
- The FLI status does not default to 'Subject', yet it does in DEMO
