E-PORTAL : In PeopleTools 8.59 Custom Stylesheet Changes not inherited on Secondary Pages

Symptoms
Custom stylesheet changes not inherited on secondary pages in PT 8.59
The issue can be reproduced at will with the following steps:
1. Login PIA and navigate to Peopletools > Utilities > Administrator > Maintain URLs. Observe the colors
2. Open Application Designer and create a new StyleSheet with the below code:
.pt_classic_plus .PSPUSHBUTTONTB.Left
{background: #f0fcf3
}
.pt_classic_plus .PSPUSHBUTTON.Left
{background: #f0fcf3
}
3. Navigate to Component Branding an add the StyleSheet created earlier (e.g for URL_TABLE component).
4. Login PIA and navigate to Peopletools > Utilities > Administrator > Maintain URLs. Observe the colors.
The buttons have the colors changed, but on the secondary page with the URL Properties the changes are not reflected
