HCM: If Workflow Transaction in a Status In-process and If Next User in the AWE Workflow Approval Path is Terminated and User's OPRID Deleted, Transaction Cannot be Re-assigned (Doc ID 2872496.1)

Symptoms

If Workflow Transaction in a status In-process and next User in the AWE Workflow Approval Path is terminated and User's OPRID deleted, transaction cannot be re-assigned. 



The issue can be reproduced at will with the following steps:

1. Log in as a Manager and submits Pay Rate Change transaction and AWE Workflow is produced to the next Approver.
2. The next Approver is terminated
3. The Administrator access Monitor Approval to reassign the AWE Transaction but Transaction does not display in Transaction search results.
