PO Close Process (PO_PORECON) Not Closing Zero Dollar ($0) Purchase Orders (POs) (Doc ID 2873957.1)

Symptoms

The Purchase Order (PO) close Process (PO_PORECON) is unable to close the POs having $0 lines. POs have been received and there is no pending action.

Steps to reproduce the issue:
1) create a PO with one line with 0 $ amount and Matching turned ON. (Navigation: Purchasing > Purchase Orders >Add/Update POs)
2) Dispatch PO by clicking on the dispatch button.
3) Receive PO. (Navigation: Purchasing > Receipts >Add/Update Receipts)
4) Close PO using PO Close process PO_PORECON. (Navigation: Purchasing > Purchase Orders > Reconcile POs > Close Purchase Orders)
4) PO not closed.
