Direct Loan Cost of Attendance is not Updating with Loan Origination Adjustments (Doc ID 2875228.1)

Symptoms

When running loan origination with adjustments, the direct loan attendance cost (DL COA) is not being updated if it has changed since the time the loan was first originated. This scenario is most problematic when it results in the COA < Loan Amount, as COD will reject the record.

The issue can be reproduced at will with the following steps:

1. Originate loan on Financial Aid > Loans > Process Loans > Loan Origination.
2. Increase COA, such as manually on Financial Aid > Budgets > Maintain Term Budgets > Student Budget Maintenance. The increase to the COA should result in the student being eligible for a new loan amount that is greater than the original COA.
3. On Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package, increase the DL loan item type by the amount of the increase in step 2.
4. Re-do step 1 with the 'adjustments' box checked on the run control.
5. Navigate to Financial Aid > Loans > Direct Lending Management > Manage Direct Loan Application > Application Financial, and note the loan amounts have been updated, but the 'Direct Loan Attendance Cost' field has not changed.

Changes

The issue is seen after applying the 2022-2023 AID YEAR COD UPDATE: COMMON COD OBJECTS fixes including <Bug 33354441>-2022-2023 Aid Year Updates for COD DL.
