ETL 9.2 Leave Balance View Not Displaying Correctly For Users With No Leave Balance (Doc ID 2875452.1)

Symptoms

Leave Balance View not displaying correctly for users with No Leave Balance

STEPS TO REPLICATE
-----------------------
1. Login as Manager
2. Go to Manager Self Service > Team Time
3. Go to Leave / Comp Time and search for employees
4. Select the Employee 'X' and you should see the following message (Expected)
5. Click on the Return to Select Employee
6. Choose Employee 'Y'
7. Nothing shows up
8. Return to Select Employee and choose Employee 'X'  again and now the message for “There is no Leave Balance data to be displayed.” Is gone and she has a tile which is incorrect.
All employees with no Leave Balance data now have this tile.
