EPY: PAY_DEDUCTION is Missing During Payroll Calculation

Symptoms
The PAY_DEDUCTION is missing after pay calculation is run.
When the payroll calculation started on the On-Cycle payroll for the current payroll, the PAY_DEDUCTION table appears to have no entries past a certain page number.
There should be payroll deductions calculated for the pay period for all pages.
STEPS

The issue can be reproduced with the following steps:
1. Run payroll calculation (Payroll for North America>Payroll Processing USA>Produce Payroll>Calculate Payroll)
2. Verify the payroll error message and it shows error message 000092 (Payroll for North America>Payroll Processing USA>Review Processing Messages>Payroll Error Message Report)
3. Query PAY_DEDUCTION for the current pay period and it does not show expected deductions for all employees
