Error Uploading Heavy Profile Picture

Symptoms
When uploading heavier (10MB - 13MB) profile pictures, in some cases the application goes into error: "An error has occurred" in other cases the uploading fails.
Steps to Replicate
1. Go to Workforce Administration > Personal Information > Citizenship > Identification Data
2. Search for an Employee to update his photo
3. Go to Employee Photo tab
4. Click on Plus signs to upload file containing Employee Photo
