Block Enrollment Allowing Elective Grading Basis To Be Added After PUM 25 (Doc ID 2883526.1)

 After applying <Bug 33325089> for CS Image 25, it was discovered that while it fixes the issue described in the bug ID with being able to select a grading basis when doing a mass grading basis override, it allows the user to select an elective grading basis in Block Enroll -> Normal Maintenance.


The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Enroll Students > Block Enrollment > Block Enroll Merge.
2 Add a new value and click on the Detail/Create link under the Class Block.
3. Enter a valid term and action of Normal Maintenance, select a class nbr and then click the grading basis override.
4. Select the magnifying glass for the Grading Basis field.
5. The values display and allow you to select an elective grading basis. Upon entering a student block, merging, and submitting, the process runs to success and assigns the students the elective grading basis.
