Symptoms

The Consolidated Statistics reporting process has been updated to support the following NSC reporting requirements:
* Enroll Status reported based on entire enrollment history rather than term begin date
* Program level reporting will now support CIP code matching where a student is enrolled in multiple NSC programs (ACAD_PLAN) with the same CIP code
