E-NV: Report Request Fails with Error Message"Initiated or Processing But No Longer Running" (Doc ID 2885026.1)

Symptoms

While editing an existing layout and running a Report Request that uses that layout, the Report Request fails with the following error:

 

"Initiated or Processing but no longer running".
NVS_NVSRUN_###.log - The process cannot access the file because it is being used by another process


The issue can be reproduced with the following steps

1. Open an existing layout to make modifications
2. Log in to PIA
3. Navigate to Reporting Tools > PS/nVision > Define Report Request using existing layout
4. Run an nVision report
