EPY: Nebraska State Withholding Is Reset When Federal Withholding Form Is Submitted (Doc ID 2885992.1)

Symptoms

A Nebraska employee submits a change to their Federal Tax Form that has already submitted a new Nebraska State withholding form since January 1, 2020.  When the change is saved, all rows that were previously Nebraska Withholding = Single - 1 are now Single - 0 including the newly inserted current row.

Steps to Reproduce the Issue:

1. Set up an employee in Nebraska as withholding = Single - 1 allowance who is using Federal W-4 Form Version = 2020 or later.
  Navigation: Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data > Federal Tax Data
  Navigation: Payroll for North America > Employee Pay Data USA > Tax Information > Update Employee Tax Data > State Tax Data
2. Review Federal and State Tax Data for all rows via SQL tool.
3. Use Employee Self-Service to submit a change to the Federal Form using the Updatable PDF Forms functionality.
  Navigation: Employee Self-Service Home Page > Payroll Tile > W-2/W-2c > Federal
4. Save the Form
5. Review State Tax Data for current and previous rows via SQL tool.
