EAP: Load SAM File Deletes Data From Maintain SAM Entities That Have a Blank DUNS Number (Doc ID 2886090.1)

Symptoms

As of April 4, 2022, the System for Award Management (SAM.gov) website is no longer populating the DUNS_NUMBER on the SAM File.

As a result, the Load SAM File (AP_SAM_LOAD) process is deleting existing entries from the Maintain SAM Entities page that have a blank DUNS Number if its corresponding UEI it not in the SAM File that is being loaded.

Below are the corresponding tables with the existing data that is deleted:
(1) USF_VNDR_HDR, (2) USF_VNDR_ADDR, and (3) USF_VNDR_CD

STEPS
1. Navigate to Set Up Financials/Supply Chain > Install > Installation > Federal Processing Options
2. Check the boxes for (1) Enable SAM, (2) Suppliers, and (3) Use Taypayer Name for Alternate Withholding
3. Navigate to Suppliers > System for Award Management > Load SAM File
4. Run Load SAM File to load 1st SAM File where UEI and the DUNS_NUMBER are populated
5. Navigate to Suppliers > System for Award Management > Inquire SAM File Load
6. Verify that the file loaded from Step 4 has File Status = Loaded
7. Navigate to Suppliers > System for Award Management > Maintain SAM Entities page
8. Display the UEI loaded from Step 4
9. Verify the DUNS Number is populated
10. Click Create Supplier
11. Click Yes to the question about the Parent UEI does not exist
12. On the SAM Entity Create page, populate the Supplier SetID and Supplier ID
13. Click Create
14. Click Yes to "Are you sure you want to create this supplier?"
15. Click OK to "Supplier(s) were successfully created."
16. Navigate to Suppliers > Supplier Information > Add/Update > Add/Update Supplier
17. Display the Supplier
18. On the Supplier > Identifying Information page, DUNS Number is populated
19. Run Load SAM File to load 2nd SAM File where UEI matches the UEI from the 1st SAM file but now, the DUNS_NUMBER is blank
20. On the Inquire SAM File Load page, verify that the file loaded from Step 19 has File Status = Loaded
21. On the Maintain SAM Entities page, click Search
22. In the Search Results, 2 rows exist with the same UEI
  a. One row has the DUNS Number populated (this is the row from the 1st SAM file)
  b. Another row has a blank DUNS Number (this is the row form the 2nd SAM file)
23. Run Load SAM File to load 3rd SAM File where UEI is different from the UEI from the 1st and 2nd SAM files and the DUNS_NUMBER is blank
24. On the Inquire SAM File Load page, verify that the file loaded from Step 23 has File Status = Loaded
25. On the Maintain SAM Entities page, click Search
26. In the Search Results, 3 rows exist
  a. 2 rows with the same UEI
  -- One row has the DUNS Number populated (this is the row from the 1st SAM file)
  -- Another row has a blank DUNS Number (this is the row from the 2nd SAM file)
  b. 1 row with a different UEI (this is the row from the 3rd SAM file)
27. Run Load SAM File to load 4th SAM File -- this is the exact same file as the 3rd SAM file but just renamed the file
28. On the Inquire SAM File Load page, verify that the file loaded from Step 27 has File Status = Loaded
29. On the Maintain SAM Entities page, click Search
30. In the Search Results, 2 rows exist
  a. 1 row with the UEI and DUNS Number populated (this is the row from the 1st SAM file)
  b. 1 rows with a different UEI and a blank DUNS Number (this is the row from the 3rd/4th SAM file)
31. UEI with the blank DUNS Number from the 2nd SAM file has been deleted -- This is incorrect. This row should still exist.
32.  Through SQL, check the corresponding USF tables [(1) USF_VNDR_HDR, (2) USF_VNDR_ADDR, and (3) USF_VNDR_CD] to verify that the data with the blank DUNS_NUMBER no longer exists

Changes

As of April 4th, the System for Award Management (SAM.gov) website is no longer populating the DUNS_NUMBER on the SAM File.
