GPUK: Issue When Trying To Set NI Category To Zero In RTI Adjustment Page (Doc ID 2886266.1)

Symptoms

When trying to modify the NI Category Code H in the RTI Adjustment page, the zero value cannot be entered.

Steps to replicate the issue:

1. Navigate to: Global Payroll & Absence Mgmt > Payee Data > Taxes > RTI Adjustment Details GBR
2. Go to NI Adjustments tab and modify the value to 0 for NI Category Code H
3. Notice that the system does not allow value zero to be entered
