Symptoms
Time Administration doesn't generate a payable time. It gets dropped X Time Reporters found in other concurrent runs (13507,9).
The issue can be reproduced at will with the following steps:
Scenario#1
1 - Navigate to to Team Time (tile) > Enter Time. Select Employee and submit time. Real time rules would be triggered to create a payable time.
2 - Navigate to Time and Labor > Process Time > Request Time Administration to start a separate Timeadmin process at the same time.
3 - Time admin won't be picking up for processing.
4 - But payable time is getting generated when Apply Rules is used on the Timesheet.
Scenario#2:
1. Setup HCM > Install > Product Specific > Time and Labor Installation. Real Time rule is enabled and TimeAdmin run from Submit button on timesheet.
2. Open up timesheet (either via Time Tile, Report Time Tile or Manage Time Tile)
3. Enter time Submit that triggers real time rules.
4. Than click on Submit without entering anything.
5. Run Time and employee is getting dropped/ not processed.
