Symptoms

The Enroll and Swap act differently when a student withdraws from a class with a W awarded as a grade and tries to enroll in another class that puts him over the term limits than when  a student tries swap out a course and get enrolled.

Steps to reproduce:
1. Enroll a student in enough credits for term maximum credit limit
2. Withdraw the student from a 3 credit course that will give him grade of W.
3. Try to swap another 3 credit course with a 3 credit course in an 8 week session. Received error that student will exceed max credits which is expected.
4. Select a 2 student who is enough credits for term maximum credit limit.
5. Try to swap the student for a 3 credit course into a 4 credit course for this student. Receive message over the max credit unit as expected.
6. Now try to swap the student from a 3 credit to a 3 credit course and still get the error that the student will receive a W in the term course and but can still enroll in the session course. The W grade should keep the student at the max credit limit like in example 1.
