E-AS: Process "PSQRYSRV" Is Crashing And Leaving Associated SQL Running Into Database

Symptoms
After upgrading to PeopleTools 8.59.xx or higher it was noticed that "PSQRYSRV's" processes are leaving associated "SQL" statements running into the database.
Because of having "SQL" statements that are not getting terminated this will consume a percentage of 100% of CPU thread.
In the <PS_CFG_HOME>/appserv/<DomainName>/LOGS/TUXLOG there were no returned errors only the messages below:
Changes
PeopleTools was upgraded to 8.59.xx and database to version 19c.
