ETL 9.2 Approval Line Details Are Not Shown for Punch Time Reporters When TRC is Not Reported

Symptoms
The approval line details page doesn't show TRC and hours in & out details on the page when TRC is not reported.
Steps to replicate:
1. Login as Punch Time Reporter
2. Navigate to Employee Self Service -> Time -> Enter Time. Enter punch time without TRC on Enter time page. Submit Time.
3. Login as Manager
4. Navigate to Manage Self Service -> Approvals ->Reported Time -> Approval Line Detail.
5. Time Details grid is not be visible.
This grid is visible when Punch Time is reported with TRC.
