SFP: Running Process SFP Messages for SAFI Produces 'SAFI not sent - no actionable program for student' Message in Log File for Students in New or Concurrent Programs After Completion Date for Previous Program (Doc ID 2893586.1)

When running Process SFP Messages for the 'Student Academic and Fin Info' message class, the SAFI is not generated for some students, with a message in the log indicating "SAFI not sent - no actionable program for student". 

The records affected are those for programs and terms that are after or concurrent with another program which the student has already completed and/or graduated from. 

The issue can be reproduced with the following steps:

1. Navigate to Campus Community > Student Fin Planning Interface > Process SFP Messages.
2. Populate 'Student and Academic Fin Info' message class and run the process. 
3. Review log file and note the "SAFI not sent - no actionable program for student" message for some records.
