Error When Quick Admitting A Student: No Academic Level Found For SetID (Doc ID 2893838.1)

Symptoms

When trying to Quick Admit a student, an error occurs. This seems to be issue with effective-date being passed to det_acad_level function.

The issue can be reproduced at will as follows:
Home > Records and Enrollment > Enroll Students > Quick Admit a Student
Enter an existing ID, Institution, Career and Term.  Select Add button.
