Symptoms
When applying a change package that included patch 34405152, the process failed on the import of a .dat file with the following error:
Steps to reproduce the issue:
1. Create a change package that includes patch 34405152 (Navigation: PeopleTools > Lifecycle Tools > Update Manager).
2. Apply the change package to a development environment.
3. Observe the error in the log file.
