Symptoms
Application Engine LM_EXPR_WRN not generating Notification for Program Certifications in status "WARN".
The issue can be reproduced at will with the following steps:
1. Learner registers and completes Program Certification
2. then, after time period, Program Certification goes into "WARN" status
3. Run scheduled Process Application Engine LM_EXPR_WRN, but notifications not generated for Certifications in status "WARN" .
Navigate to Enterprise Learning > Notifications > Program Notifications
