COUNTRY_SYNC Message From Campus Solutions is not Updating/Inserting Data to HCM (Doc ID 2895739.1)

Symptoms

The country sync message generated from PeopleSoft Campus Solutions is subscribed to HCM system and the message status is "Done", but the actual Country data (insert/update) is not updated to COUNTRY_TBL in HCM. 

1. Activate the Service Operation COUNTRY_SYNC in both HCM and CS.
2. Make sure service operation in both HCM and CS to use the Version/Message.Version: VERSION_2/COUNTRY_SYNC.VERSION_2
3. Create a new country or Update the existing country in CS.
4. Verify that Message status is done in both CS and HCM.
5. Country table in HCM is not updated/insert the changes from CS.
