System Is Allowing To Add A New Position Row On Top Of A Pending Push Back Row (Doc ID 2896348.1)

Symptoms

User is able to add and submit a new effective-dated/effective-sequenced row on top of a row that was pushed back and is still in pending/rework status.

Steps to reproduce the issue:

  1. Login to PeopleSoft HCM
  2. Go to: Workforce Administrator > Position Management > Manage Position
  3. Add a Position then push it back changing its Status to Rework
  4. Add a second row for the same Position on the same date
