Symptoms
When LogErrorReport=Y in psappsrv.cfg, the application server configuration file, administrators receive an email each time a user takes action on an approval request, and application server log is filled with the following errors.

The issue can be reproduced at will with the following steps:
1. Set LogErrorReport=Y in psappsrv.cfg.
2. Submit a voucher approval request.
3. Open the application server log, and observe the errors shown above.
