Students with ISIRs Loaded Under Multiple Institutions Only Have EFC Calculated for One of the Institutions

Symptoms
When calculating the Federal EFC using the new FM Calculator - either on-line using the 'Calc EFC' button or in batch via the MASS EFC Calculation process - ISIR records for the same student loaded under more than one institution only have the EFC correctly calculated for one institution, and the other(s) does not calculate.
In the problem instances, the process runs to completion without an error, but just doesn't calculate the EFC. On-line, the EFC fields on the 'EFC\DB Matches\Corr' tab show "No Calc". In batch, the clues in the .stdout file are that all references to the Institution will show a value different from the value specified on the run control when the process was submitted.
The issue can be reproduced at will with the following steps:
- In a multi-institution environment, identify a student who has submitted an ISIR to two or more of the institutions.
- Navigate to Financial Aid > Federal Application Data > Correct 2023-2024 ISIR records, for the identified student and each institution.
- Click the 'Calc EFC' button on both, and note that one calculates the EFC as expected, while the others show "No Calc" for the EFC.
Changes
The issue occurs after applying the fixes in 2023-2024 AID YEAR UPDATES FOR ISIR - originally delivered in Patch 33234548 and now part of Image 27.
