Symptoms
When attempting to add Education details to an application in Candidate Gateway the following error occurs.
Steps to Reproduce the issue:

The issue can be reproduced at will with the following steps:
1. Login to PeopleSoft HR->Navigator->Careers->View All Jobs->Apply Without a Job->
2. Sign In (or Register Now)->Next->Next
3. click on Add School Education/Add Degrees/+
