When User Click's on 'Go to Job Data' Link from 'Workforce Job Summary', Classic 'Job Data' is Launched Even Though 'Fluid Job' is Enabled.

Symptoms
When user click's on 'Go to Job Data' link from 'Workforce Job Summary', classic 'Job Data' is launched even though 'Fluid Job' is enabled.
This works fine in Classic Position Data. Click 'Job Data' link – user is routed to 'Fluid Job Data'.
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administrator > HR Administration tile
2. On the left side click on 'Workforce Job Summary'
3. Search for an 'Empl ID'
4. Click on 'Go to Job Data' link
