GPES: Incorrect Results when "AT" Absence is Reported During Inactivity Period (Doc ID 2904940.1)

Symptoms

In case of Part time employee with INACTIVIDAD absence that is also in another Social Security absence (AT/EP):
When employee has informed INACTIVIDAD absence, then the System only calculates contributions, but no payment is done. Contributions are done based on 
informed Social Security base * entered through supporting element override (variables CLI VR BSCC SOB/ CLI VR BSCP SOB).

Steps to replicate the issue:
Prerequisite for testingUse a regular monthly part time employee

   1. Workforce Administration > Job Information > Job Data: 1 JAN 2020 change the Employee from Full Time to Part Time and click on Next Contract Number
   2. Workforce Administration > Job Information > Contract Administration > Update Contracts ESP : update the Contract Type to 541
   3. Global Payroll&Absence Mgmt > Payee data > Maintain Absences >Absence Event ESP : Enter IT as follows
AT/EP : 29/12/2021 - 01/01/2099
INACTIVITAD: 08/11/2021 - 28/12/2021

Observe: SUBSIDIO AT Deduction is created when running December Payroll
