Error Message Received When Clicking 'Approve', 'Deny', 'Pushback', or 'Restart' when on Monitor Approvals and Working with a Federal PAR Transaction

Symptoms
Customer reports getting an Error message when clicking Approve/Deny/Pushback/Restart when on Monitor Approvals and working with a Federal PAR transaction, they get an error message.
The issue can be reproduced at will with the following steps:
1. Login as AWE Administrator into PSDEMO
2. Navigate to Monitor Approval page
3. Select FederalPAR Approval and Pending status in the search criteria
4. Select one of the item listed and click on the link to go into the transaction
5. Select an Approver and try to approve the transaction.
6. Hard stop error occurs.
