Symptoms
ChartField Values grid gets cleared for previous Effective Date in Budget Definition - Control Chartfields Tab.
Steps to replicate:
1. Navigate to Commitment Control > Define Control Budgets > Budget Definitions.
2. Find existing Ledger Group and go to Control Chartfield Tab.
3. Add new effective dated row and saved the page. This inherits the CF value rows from previous effective date.
4. Go to other tab and return to Control Chartfield Tab, and scroll to previous effective dated row, the control values are gone.
